About Bilel

Dr. Bilel Jamoussi has 27 years of professional experience: 15 years in private sector as Director of Standards in Nortel Canada and United States and 12 years at the International Telecommunication Union (ITU) as Chief of the Study Groups Department in the Telecommunication Standardization Bureau (TSB), Geneva Switzerland.

Since 2010, Dr Jamoussi has been leading the bureau’s standards-making activities into a new era characterized by the digital transformation and resulting into an increased need for collaboration with vertical sectors and partnership between developed and developing countries.

His key achievements in the ITU include the rapid development and publication of key networking and services standards, bridging the standardization gap, organization and planning of WTSA-16 and WTSA-20, efficient allocation of international numbering resources, effective collaboration with other standards organizations and UN agencies, attracting new members, and promoting ITU standards.

Dr Jamoussi earned the trust of the ITU leadership, membership, and staff through his competence, integrity, transparency, and accountability.

Prior to 2010, Dr. Jamoussi worked for a Telecommunication equipments and solutions provider for 15 years in Canada and in the United States where he held several leadership positions. He also was granted 23 US patents in diverse areas including packet, optical, wireless, and quality of service. While at Nortel, Dr Jamoussi held several positions of increasing responsibility as Systems and Software Engineer, Director of Data Network Engineering, Director of University Research and Advanced Technologies, and Director of standardization in the Chief Technology Office. Prior to joining Nortel Networks in 1994, Dr Jamoussi was a teaching and research assistant at the Pennsylvania State University, USA, where he earned his BSc ‘89, MSc ‘92 and PhD ‘95 degrees in Computer Engineering. Dr Jamoussi lived in Tunisia, Canada, United States of America, and Switzerland gaining a unique global perspective with fluency in Arabic, French, and English as well as some Spanish and German.
